FRANKLIN REGIONAL BACKGROUND

The township population of Pukekohe is approx. 19,000 people. Pukekohe is Franklin's main town along with Waiuku (population approx 5,500) and Tuakau (population approx 3,000). Franklin's resident population is planned to increase by 37% from 56,480 in 2004 to 77,860 by 2021. (Source: Franklin District Growth Strategy, Franklin District Council, 2007).

At present, there are four sites where a purpose built facility to display a Cross Street Banner are available to book.  There are two in King Street (Pukekohe), one in George Street (Tuakau) and one in Kitchener Avenue (Waiuku).  Due to high demand the second site in Pukekohe was put in place in the beginning of November 2008.  The day after completion, the site was booked for the next two months.

Franklin District (Pukekohe, Waiuku, Tuakau) provides a range of banner opportunities within the townships utilising the street lighting infrastructure and purpose built structures for the promotion of events.

WHERE TO START

1. Contact EFDT at least two months prior to placing banner booking. 

2. Ensure you have current public liability insurance, call EFDT to discuss. 

3. Where will your event/promotion be held - maximise your target market area. 

4. Do you have approved financial spend for banner and a banner booking. 

5. Get your banner made from a business who is familiar with Franklin District Council Banner specifications. (Download in PDF format).

COST (as shown on Booking Form)

Refer to the Cross Street Banner Booking Form which can be downloaded in PDF format. The applicant must meet all costs related to installation and removal of banner. Once booking has been approved, payment must be made by installation date.

For decorative pole flags costings, please contact Events Coordinator at EFDT as a new installation system is being introduced in December 2008.

WORDING

Include dates, time, venue, website. Keep it simple, avoid too much information. Graphics should be simple and bold, yet eye catching.

FORMS

TIME FRAME

Bookings are generally placed three months out from event being taken place. Minimum time frame, two months.

RETURNED

Yes, your banner will be taken down, and is to be collected from EFDT no longer than five working days after the event has taken place.

INSURED

Yes, you are to have your own public liability insurance cover. If this cannot be obtained for the duration of the banner display an additional fee of $50 will be charged.

PREFERENTIAL BOOKINGS

Priority will be given to non-profit events that are being held locally within the districts.

TIME

The banner can be erected for a maximum time of three weeks. As more sights become available, a longer period can be taken.

RESTRICTIONS

Not to be used solely for the promotion of commercial products or services.

WHO

EFDT has contractors who erect and take down the banners.

LIABILITY

The banner owner is liable if it is damaged or destroyed whilst it is erected. EFDT and contractors are not liable for replacement costs. 

BENEFITS

Why have a banner.  To create awareness of upcoming events/effective exposure of promotion/provide value to by promoting the community groups and the activities of local business/create sense of excitement/achieve impressive exposure for minimum expenditure.

LOCATIONS

The coloured decorative poles, located in the main streets of Pukekohe, Tuakau and Waiuku, provide two sizes and configurations of custom made banner to be hung.

Cross Street Banners are presently located in King Street in Pukekohe (2 sites), George Street in Tuakau (1 site) and Kitchener Street in Waiuku (1 site).

                   

POLICY FOR USE OF STREET BANNER INFRASTRUCTURE

 BANNER TYPES

SEASON banners are banners that are unrelated to any particular event but add vitality and interest to the streetscape. As such they should be rotated or changed as least four times per annum. These banners are generally only mounted on the decorative street poles. 

EVENT banners are banners that are related to an event. Event banners promote specific events such as a marathon, a community event such as the latest opera club showing, book fairs or agricultural and produce shows, seasonal events such as the Wine and Food Festivals or commercial/corporate events such as conferences.

Applications will be assessed against the Street Banner Policy and either approved, approved with modification or declined. Applications will be assessed by the event coordinator at EFDT.

When approved, contractors will be notified for the installation and removal of the cross street banner/pole flags, per booking.

INFORMATION FOR APPLICANTS FOR CROSS-STREET BANNERS

The Franklin District Council Control of Signs Bylaw 2007 and Franklin District Council Policy 2.1.1 (5) must be complied with for all banners over public places.

FRANKLIN DISTRICT COUNCIL CONTROL OF SIGNS BYLAW 2007

In particular note the following provisions of the Bylaw:

6. Signs On or Over Roads, Footpaths and Public Places

(1) Except as otherwise provided by this Bylaw, no person shall place any sign in such a position as to be on, or project over any road, private street, or public place unless the prior permission of the Chief Executive or an authorised officer (or Transit New Zealand in the case of State Highways) has been obtained.

8. General Requirements for Construction and Maintenance of Signs
All signs and their supporting structures shall be constructed, fixed, placed and maintained in such a manner that they do not pose a danger to property or the public. This shall be the responsibility of the sign owner and the owner of the land or building on which the sign is placed.

GENERAL GUIDELINES

This guideline is designed to complement, not to replace the bylaw or policy operating in Franklin. It has been developed to cover the entire range of advertising activity and is amended whenever there is an issue that requires review or updating.

Should any question arise over the suitability or otherwise of advertising it will be left to the sole discretion of Franklin District Council to resolve.

Banners include cross street, pole and horizontal banners.

Banners are to be used as a means of adding colour and for the promotion of events, which are of local, regional, national or international importance (but the event must be held in Franklin).

Event sponsor advertising is limited to 25% of the banner area.

Banners cannot be used solely for the promotion of commercial products or services.

The following advertising or sponsorship is not supported:

1. Advertising of tobacco products, the sex industry or gaming or gambling.
2. Advertising containing images or words of a pornographic nature.
3. Advertising promoting or condoning drink driving or alcoholic drinking.
4. Advertising that offends the principles of the Human Rights Act 1993 and the Privacy Act 1993.

BANNER REQUIREMENTS

Cross Street Banners
     Length 9.0 metres
     Height 1.0 metres 

Pole banner
     Height 1.8 metres
     Width 0.9 metres

BANNER MATERIALS

Cross Street Banners shall be made of high tensile fabric (not less than 500 grams) able to withstand high wind loadings.

Eyelets to be placed along the full length of the top edge not less than 1.0 metre apart.

PVC re enforced fabric with a central blocker material to prevent one side of the banner being projected onto the other in sunlight.

Areas of the banner under high stress shall be stitched and reinforced. Piping, double stitching and other approved methods should be used to reinforce the edges.

Rope shall run the full length (top & bottom) of the banners and extend 4.0 metres beyond the edge of the banner.
